The Kabylian government in exile or Anavad, is a government of struggle and reflection. It oversees a historical mission that consists of accompanying the Kabylian people to realize its independence. Its mission is to establish between the Kabylian people and the international community: credibility, confidence, constancy and viability of the option of Kabylia’s independence. Aware of the immensity of the mission assigned to it, Anavad appeals to all Kabylian competences who are committed and loyal to the project of Kabylia’s independence [PIK].
We live in the era of the knowledge-based economy; the engine of development and economic growth in which intangible capital (knowledge and skills) has a great competitive advantage.
Indeed, development and economic performance depend more and more on technologies and know-how– therefore, on knowledge, education, training, and information.
Knowing the disaster caused by the Algerian school, we use all possible means and intelligently exploit all peaceful avenues to spare Kabylia, its children and all future generations from the misdeeds and disastrous consequences of the Arab-Islamic ideology of the Algerian state and its allies.
In Anavad, one of our priorities is to design and propose an efficient, adequate and appropriate educational system for the Kabylia of tomorrow. In our approach and vision, we want all Kabylian children to begin their development and learning from birth and to continue learning throughout their lives.
Ministry Brief Description
The Ministry of Education, Higher Education and Research was created on November 11, 2017, in exile, during the official installation of the first government of ‘Zidane Lafdal’, who was officially reconducted by the new government installed on March 17, 2019. Subsequently, the Ministry changed its name to ‘Ministry of Education and Training’ under the ‘Hanafi Ferhouh’s’ government after the fifth MAK’s convention in March 2023.
Our Ministry brings together all levels of education and teaching, from preschool to university, including vocational training and university research. It is responsible for preparing and implementing the policy of the Kabylian government in exile in the fields of education, vocational training, higher education, and research. Anavad, being aware of the role played by education, knowledge and training in the development and quality of life of peoples, wants to take Kabylia out of colonialism and underdevelopment where it is stagnated, to propel it towards progress, mastery of technologies and science, the development of its human capital and towards a clean and sustainable economy.
It is therefore a matter of preparing its children for quality training to become pillars of development and sustainable growth.
Mission
The Kabylia of tomorrow aspires to an adequate, efficient and affordable educational system so that its children can realize their full potential from birth to their adult life. Overall, the mission of our Ministry can be summarized as follows:
- Organize and supervise consultations and expertise, and summarize proposals on education, higher education, university research and vocational training.
- Design and propose a suitable, adequate and efficient educational system for Kabylia.
- Contribute to the harmonization of orientations and activities by aligning with Anavad’s policies and with the economic, social and cultural needs of Kabylia.
